Regarding Foot and Mouth, it is possible for people to spread the disease just by breathing out air from their lungs. There is some scientific justification for the concern.

I don't know how foreign military personnel are screened at military airports. Is it the same as customs at international airports? I know that military planes coming in from foreign lands do not get the same scrutiny as commercial airliners. This was how that wife of a military officer was able to smuggle cocaine into the US from Columbia, while her husband was busy fighting the drug war.
