I doubt very much that the base commander would have all the clearances. His role is mainly adminstrative and he wouldn't have a need to know. It is possible that an area like Area 51 would only have two or three different special projects. When anyone I reported to, wanted to visit, they had to give me advanced notice and I had to secure my work until they left.
Different subject: Everyone is upset because the news that the "government" is able to hear conversations over cell phones even though they are turned off is now out there. The technology to hear conversations over AM radios even though they were turned off has been around for a long time and we were not allowed to have one in the area.
