It is Hawthorne. I don't recall the details exactly, but the area has been discussed on usenet. My recollection is there are two areas of interest. One is the Hawthone Army base itself, and the other is weapons storage either in the restricted range or nearby. The area doesn't have any black projects connections to my knowledge, and in fact is slowly being phased out.

I don't have the outline of R4811 handy, but Hawthorne itself is located to the east of the waypoint you posted.
