I looked back at my photos from late Sept. 2005, and i don't see any evidence of this tower being built. Here's a link to an image:

It seems to be the same as what Joerg's pano from August shows, but maybe I'm missing something.

So... we can infer that this was built between October and January of 2005-2006, that it probably didn't take too long to build, and that it's probably not a temporary structure because it's been up for more than six months.
