You need to have "critical mass" present for a nuclear explosion. That is, you either create the chain reaction and get a serious explosion, or you just get the explosion of the high explosives used to trigger the bomb. It takes more engineering to lower the yield.

I'm really amazed that someone from the FAS or John Pike hasn't been on the talking head shows explaining this.
