Speaking from the experience of someone who has taken a 9mm in the vest, I can assure everyone that the "stun" is no bee sting. I was knocked on my ass, unable to draw my weapon, unable to move my arm enough to reach or key my radio, and if I could have, I couldn't talk for having the wind knocked out of me. And that was WITH a vest on. Just ONE round from a Baretta clone.

The sidearms the cammos carry are not designed to defend the base against all comers. They are in place to stop a threat. A 9mm to essentially anywhere on the body, even a miss, would certainly do a good job of stopping a threat. We're not talking about coke filled cop killers here. We're talking about tresspassers on a military base that has dozens of additional layers of security above the level of those 14+1 rounds of 9mm.
