The article was pretty well written, going into the pros and cons of plasma. However, I really don't think plasma will be very steathly if it works like the plasma generators used in silicon wafer etching with which I am familiar. They uses a powerful RF transmitter to make the plasma, which should be able to be detected. Worse yet, it could be detected in a passive manner, so you can't bomb the detecting station. I don't know about plasma making the plane less reflective. This may be true. But the plasma generator RF leakage seems to be a big drawback.
