The French aircraft is only a scale test bed. From memory, it's only about 12 ft long with a similar wingspan. It is hoped to develop it into a SEAD platform.

The French have always wanted to develop their own weapons, as they do not want to be dependant on anyone else should the proverbial hit the rotating ceiling cooling device! They developed the Rafale fighter, a good jet but not in the same class as the F-22, and will probably end up paying just as much per jet due to the low French-only production run!
