military frequency assignments in civilian bands

I came across this in chapter 7 of the NTIA "redbook. Note that the
motion sensors around Groom Lake used to be on 151.5Mhz. I wondered how
that was legit, other than Groom Lake can do whatever it wants. It turns
out 151.5MHz is within the authorized ranges.

The military departments may employ frequencies in certain
non-Government bands above 25MHz at specified military test ranges after
coordination between FCC field personnel and military field personnel.
