A pro-97 will do mil air. {$150). I just bought a used pro-2035 for $60. I can't see anyone offering a mil air scanner rentail service.

GPS? The "X" series from Garmin is worth looking into as these are the first to offer the use of standard micro-SD ram cards. The 60csx is state of the art. [Not cheap though.] You can get simpler GPSs, or even used ones on ebay. At this point in time, I'd get one with WAAS (though I don't have that feature in my emap). Sci.geo.satellite-nav (usenet) is the best place to get advice on GPSs. For use in the Nellis range, you don't have "canopy" issues, but for hiking the hills around route 95, this is not the case. I've lost coverage once or twice around Mt. Stirling. I think that side of the desert gets more rain. The GPSs with the Sirf II (or newer) chipset does the best in adverse conditions.
