Good question. Yes, you can fly along the restricted airspace, and get to within less than 20 miles of the base. The "Box", the restricted airspace around Groom, extends about halfway up Groom Lake Road from the signs.
Tom Mahood, one of the pioneers in Area 51 research, has done it in 1996. Click the attached link for his trip report. I hope to do this later this year, and you'll find my report on this site.
When you get close to the Box the Groom air controller will contact you, and they have been known to give misleading information to get you to leave. If you go, make sure that you know EXACTLY where the restricted airspace is.
