compiles fine on my powerbook g4 running os x 10.4.6

check README file inside source distribution of splat, it mentions required libraries. you'll probably will have to install mac os sdk by installing package called Xcode tools

just run configure.sh script inside source distribution and you'll have splat tools inside utils subdirectory of it
