There is a difference from being downwind from a real nuclear explosion and just downwind from some dirt kicked up in the air. Area 16 is way north of Creech. I'm not sure that would be a good viewing location. [I just finished scouting some spots this weekend.] I would expect the blast to be at dawn, which is when the wind is at it's minimum.
