The range of most model plane transmitters is not going to get you anywhere close. If you made a high power version it would be picked up and triangulated very easily. Your average model plane is not going to make it 20 miles and not even a glider (if you could get it there) would go unnoticed. An M-16 would make a very good anti-aircraft "missle" in this case. Better choice -- but still not a good one -- would probably be a balloon (goes higher and would not need a transmitter at your end) with lucky winds. Best choice would probably be stick with Google Earth.
