Could the #2 reactor at Watts Bar be retrofitted to those new specs you mentioned that are available? I talked to a crane operator that helped to build the cooling tower and he told me that the construction crews knew long before the thing was finished that it would never actually be brought on line. It looks like if one is already running, why not another one?
