I don't know if the Cammos would try to catch and detain you outside the line or just call the Lincoln County Sheriff's Office and then follow you until the deputy arrives and makes the stop. Once you cross the line, you fall within the legal jurisdiction of the Cammos, so they probably could stop and detain you outside of the line if they wanted to under the auspices of "hot pursuit".

As far as challenging the citation, that is your legal right, but I suspect that only the deputy that issues the citation or makes the arrest and a videotape of you crossing the line from the surveillance camera is all that would be needed. I'm sure that if you force a court hearing, the court would impose the maximum fine and probably tack on a fair amount of community service for their trouble.
