Seeing as the aircraft is smaller than the F-16's, perhaps it's a scale model used for wind tunnel testing? Maybe this is just a case of misdirection. Leave a defunct prototype outside for everyone to see to throw off those looking to get a glimpse of the newest aircraft. This of course is based on my own imagination, not on any cold hard facts.
