It seems to be a tractor/trailer rig (18 wheeler) with the cab still attached facing the hangar. Maybe a remote command post/test facility with an expandable side. Maybe two telescoping sections, although I may be reading to much into the pixelation. That side "wing" seems to cast a shadow; a light flare wouldn't do that, although there is some high light level distortion. Using the F-16s as a referrence, the concrete squares are 20 feet on a side so the whole rig is about 30 feet. To me, a plane can be ruled out. There's no hint of a left wing and most planes have at least two. :-)
