Aside from the politics, my undertsanding is that TSA wants to concentrate on explosives. The weapons used on 9/11 were box cutters and blades. These items are still banned. Small tools and scissors are not deemed to be a threat. Air marshalls are on some flights but an aware public would make a repeat of 9/11 highly unlikely. The TSO's are better trained now and will shift tatics to match the threat.
