Generally, those who take revoluntionary approaches to problems lose, while those who use evolutionary solutions win. There are clear exceptions to that rule, otherwise we would aircraft carriers made out of wood and vacuum tube avionics.

Probably the Whitehouse will throw the USAF a bone and let the F22 go through, and kill everything else since they have a new strategy.
