I just happened to read an article in Make magazine (vol 3 page 27) that said that a nuclear powered rocket motor developing tremendous thrust had been built and tested in Nevada but the project, named Rover, had been killed by Nixon because he needed the money for bombing Viet Nam. This is the first time I've seen that magazine so I can't give much of an opinion one way or the other but it might be what Rich was talking about.
