In reviewing some scanner audio I recorded, I find a VHF frequency for "blackjack" mentioned at 139.75. A civilina photographic aircraft was working the ranges and couldn't get the radio to go that high. 138 to 142 is a federal/military band. I don't know if 139.75 replaces the old VHF blackjack frequency.
