You can google around to find fuel supply contracts for the the TTR, Nellis, and Indian Springs. I'm sure they just lump Groom Lake into the mix. Supply trucks generally arrive at gate 700 of the Nevada Test Site. The civilian driver gets out and a military driver takes the truck to the base. Beside fuel, there is also LOX. A truck driver I talked to that did such deliveries said the one way distance is 13 miles. Many trucks have GPS monitoring, but Groom could disable the equipment with a tin foil hat. ;-)

The buzzword you need in your search is "defense fuel support point" or DFSP in combination with the base of your choice. I included a link to a fuel request.
