"Keyhole" is some "state of operation" at the base. I believe they are avoiding flights over the NTS when there are visitors (my guess). There was no scheduled tour at the NTS, but I heard a call to "bird dog" over the NTS repeater system that a small tour was going on that day. You could imagine some visitor to the NTS seeing a 737 fly overhead and say "Hey, where is that plane going?"
