The most recent satellite image that I have was taken on 7/24/2003. It shows the center taxiway completed, with taxi lines, but no runway markings. The southern ramp, in front of Hangars 9-16, is under construction. The two new fuel tanks are complete. It also shows the older runway now completely x-ed out again.

A small building has been added north of building 476, with underground pipes leading to buildings 476, 445 and Hangar 17.

There is also construction north of building 410. A quonset hut has been added east of building 275.

Based on these differences, and the fact that construction of the new taxiway had just started, my guess would be fall of 2002 for the google image.
