There is a company called "WinRadio." They sell radio scanners which can be connected to a laptop. Scanning is done by a range of applications. The beauty of this is that you can really analyze the frequencies; it has a graphical spectrum analyzer. (You have to have some knowledge of RF.)

e.g. You can find a signal on the spectrum analyze while it's not hear able. (In case of digital signal.)
WinRadio provides a broad range of decoding software and there is a lot of software available for free (in the wild)
