They could have a number with the areacode and exchange for Edwards that Telco would forward to Groom Lake. Similar things are done quite often. (Like off shore tech support numbers.) There would be a toll charge, but I don't think the Air Force would worry about that. :) (FWIW, among other things, I do the telecomm stuff at work.)
