FL180 (Flight Level 180, 18,000 feet indicated on an altimiter set to 29.92) seems to be only for those three short periods of time. But for the entire period it was "SFC 180 20 JUN 15:30 UNTIL 20 JUN 23:00". That would be "Surface to 18,000 feet". The first seems to be for IFR flights through the area; the second for those sight-seeing in their Cessna. :)
