If you are referring to Hawkeye Hill, that hill is public land. It's a bit tricky to do the hike without crossing the border. I've never done the hike when the dudes are on that hill. The typical scenario is they watch you do the hike up Hawkeye Hill from their other perch, and when they think you can't reach your car in time, the dudes drive to your vehicle and try to open the doors, and of course get your license plate number.
