A "black" project is a secret program. Participants require "special access" to be briefed into the program. That means they not only need the appropriate security clearance, but also a specific "need-to-know" in order to carry out their job duties.

Many aspects of black programs (including funding, logistics, and chain of command) are outside of normal channels. Details are hidden from people and organizations that lack a need-to-know. Hence the envrionment in which these programs take place is often called the "Blackworld" and funding comes from a "black budget."
