There are often times when the hype shows but one side of an issue. The easiest way for the federal government to handle some matters is to allow a false impression to exist yet on the other hand quietly provide the assistance needed privately through an indirect source, such as a contractual vendor, without the originating source of aid being allowed to be made known.
