I will let others answer the atv question. Open carry is ok on blm land. In Rachel or any town I would leave firearms in your vehicle. I also leave them in the vechile when roaming near the borders and gates of the restricted areas. Packing.org is a good source for state-to-state firearm law summaries. I have made calls to the State Police to ask specific questions. Another good source is any gun shop. Hope this helps.
