For a static situation, overexposing film is better than NV. I'm not sure why you would want to filter anything, but very low contrast film does a good job at night. I've used Kodak Portra 400 BW exposed at 100 or 50. The exposure time will be in seconds, so you need a tripod. Obviously, this is the kind of thing you bracket.

If all you want are lights moving around in the sky, I prefer slide film. The high contrast keeps the background from "fogging" as the light move around. ISO 100 is fine as the plane will take some time to fly through your field of view.
