Here's an excerpt from an article I wrote in 2000 about the TR-3A Black Manta that may shed some light on the discussion:

The first civilian sighting of the TR-3A may have occurred in 1986. Several members of the environmental radical group Greenpeace, trespassed into the Nevada Test Range to protest nuclear testing. The protesters hiked in and camped in an area, not far from the Air Force's super-secret flight test center at Groom Lake, known by many names, such as Area 51, S-4 and The Ranch. The Greenpeace group's hair stood on end as it watched a strange-black- triangular-shaped aircraft slowly flying over the desert. Years later, some members of the group speculated that they were seeing small- scale- flying -prototypes of the B-2 bomber, but according to Northrop, no flying scale models were ever built.
