It is not so much the number of people, but the way the event is advertised. Basically if it is a commercial event, or openly advertised, you need the expensive permit. But with some modifications to our info page we can can get away with the cheaper permit. In either case we are out a few hundred dollars for event insurance and port-a-pottys.
