I've photographed a C17 at DRA that offloaded a group of passengers into a white bus with very black windows. It's all guesswork of course, but perhaps they were going to drive past gate 700 and maybe those windows were painted black, not just tinted. Or maybe they were going to the NTS.

Often planes file fake flight plans where they claim that DRA is the destination, but the flight goes to Groom. Or they change from IFR to VFR.
