The TTR in March should be possible, though the roads may still be muddy. If you don't mind being really close to the gate, you can climb a hill at N37.89605 W116.75557. Park at N37.89955 W116.75838. This location is pretty far away from the base itself.

Tikaboo in March is not a good idea. In fact, you will probably find pockets of snow on the way up to Tikaboo in April.
