I caught the base flying a SU27 during daylight hours. Though I watched it from Coyote Summit, the gravel would have been a better spot.

If they are still flying the B2, the end of the refueling track is roughly the Cedar Pipeline Ranch. The best time would be right at daybreak.

If you are going to drive offroad, look for roads that are washed out. One of the roads leading to the border near Bald Mountain wasn't passable the last time I was out there.
