This is all very logical--these airships are low-cost, can operate for long durations, and can house a variety of surveilance (and possibly, as we've seen with the Predators, weapons) systems at high altitudes.

In a time of tight military budgets, "stealth blimps" quite simply make a lot of financial and tactical sense.

And, yes, you UFO fans, they probably do monitor alien transmissions...across the US-Mexico border :P
