For reference, it would be difficult for it to be a blimp as a blimp doesn't have a structure, it gains it's shape from the gases. It would be a dirigible, which is a rigid bodied airship. The advantage is it would be able to fly much faster than a standard airship. Some think they are fast, relatively speaking, heavy cargo aircraft. They also may be packed with large scale advanced recon/sigint packages. However, there are also large dirigibles, as reported by Steve Douglass years ago. You can even check out some of the patents for them, including the one by Lockheed martin, from the 90's

Perhaps they are flying them over large cities to test these sigint/recon capabilities or, and this would be my best guess, they have advanced electronics that are able to detect radioactive isotopes or signatures for high explosives and are "sweeping" cities for large concentrations of explosives or nukes; e.g.-anti-terrorism prevention.

As for the performance specs, I don't know how much of what people have seen is "electronic/visual spoofing" and how much of it is actual performance.
