The San Antonio address (I live in this city) listed for delivery of the items is the headquarters of the Air Intelligence Agency. It is on Lackland Air Force Base, and the building is right off a major public road, though it is extremely well guarded. The area of the base is known colloquially as "Security Hill" and the main building at the address listed is surrounded by a double perimeter of chain link fence topped with concertina wire. Nearly all, if not all, of USAF-collected SIGINT comes through that facility for processing and analysis, and other branches use it some as well. A close friend of mine (Army) was a Russian linguist, and he worked a collection desk there for a few years. Basically he listened to Russian military radio traffic on expensive headphones all day.
