From run ins I had with the DOD Plod at El Centro, is it a distance of about 20 feet outside the perimeter fence which remains DOD property? Outside of that you should be OK.
However, there are some bases where the roads beside the base are still DOD property, Miramar and Tyndall are 2 that I can think of.
