I really can't follow what you are viewing based on your directions, but note that you are quite close to the YMP (based on your link, not the waypoint). I would expect a tunnel or two to be there. Since this area has terraserver coverage, perhaps a link using
http://www.acme.com/mapper would help in communicating the area you are viewing.

Regarding your waypoint, note that the border runs from
N37.72247 W116.15328 to N37.71751 W116.22072. This line is about 6 miles north of your waypoint, that is, it can probably be seen with binoculars. This area is probably DOD, not DOE. It is due east of S4 (the real S4), an area probably run by the military since S4 contains foreign radar. [Of course, nobody knows who owns what with 100% certainty.]
