Yes, these areas, mostly on the west and NW side of the ranges, showed up a few weeks ago. It seems that some new images were mixed with older images. That shows very clearly on Cedar Rd, which is partly paved in the new images, and partly still the old (pre-summer 1999) dirt road.

With the new coverage it becomes very obvious that the ranges are left out intentionally. The "hole" closely follows the restricted area... ;-)
