With regard to the B-2s, I know they have started using new coatings, etc to seal the gaps that supposedly are more weather resistant. Perhaps part of allowing them to sit outside at Nellis is to help test how well they hold up sitting outside in a hot desert climate and then perform during Red Flag? Or perhaps they already know they hold up as long as they don't perform major maintenance there. In which case, it's cheaper to launch the B-2's out of Nellis than Whiteman for Redflag, obviously.
