High Range might just refer to the high desert, though it could refer to high altitude aircraft.

I don't see why Groom Lake wouldn't be considered an emergency landing strip for the X-15 since there are others in the area. Delamar & Mud dry lakes come to mind. Delamar still shows up on USAF asset listings, though I don't know exactly in reference to what use. There is a military comm site a bit west of Delamar.
