Interesting info Rocketfox. After I posted the initial query I searched around the web and found the article about the Jimmy Carter interview. Apperently while he asked for full inforamtion from the CIA on all UFO investigations he was told by Bush that this was "need to know" information, and presidential curiosity was not sufficeint reason to get the info.

It appears that Carter had at least a couple staff members who tried to repeatedly get access for him over the first 18 months or so of his administration. They were stonewalled and eventually just gave up. It seems however that his determination made the intelligence community as a whole, and the CIA in particular very cool to Carter for the remainder of his term.
