I would say that inspecting a facility and inspecting a document (i.e. UFO data) are different tasks. The executive branch and legislative branches often inspect facilities as part of fact finding missions, since both branches need to approve funding. When they shut down Star Wars, some senator or congressman went to Tonopah to make sure it was really shut down.
Separation of powers may prevent documents from one branch from being inspected by another branch. For instance, the FBI is part of the judicial branch, so I don't believe the executive branch (White House) can poke around FBI files at will.
