I don't think there is a question whether the cammos have access to the main base. Logistics, such as transportation on the Janets and access to the Dining Hall and to the Main Security Building require this. However, there are several layers of security, and the cammos are only guarding the outer perimeter of Area 51. They do not have authority inside the base.
