The NIPR is just a fire wall. It makes it harder to track a particular person surfing your website, but not a particular organization. There are other government firewalls, such as doegate-1.doe.gov.

What is interesting lately are fast food organizations showing up in the logs, like Burger King, McDonalds, etc. I suspect these are people using wifi cards. Good luck tracing them!

If you have been following the Valerie Plame fiasco, that lead to a real covert CIA operation, and yes, IP address for the CIA to surf the net. When the GOP exposed Plame as a CIA agent, some bright journalist looked her up on a campaign contribution database and found her "cover" place of employment, which made the trace possible.
